Afaik Blik/mobile payments aren't tied to Google or Apple or anything, it's due to design and "security".
Typical payment schemes can work with SMS (tho its bleh since SMS is dogpile), but SMS is pretty unreliable in terms of delivery, and Blik design was meant to be fast and secure, and codes are valid for 2 minutes, so authenticating a payment taking longer/timing out cus of SMS delay would kinda suck.
So it's mostly due to design choices, they just skipped ability to use SMS/other auth types for Blik and just decided to rely on banking app to be secure. (Whether that's a good choice or not is another issue, but that is what they decided)
(There's also some other factors like EU's PSD2, which I think also has some impact on this, like requiring cryptographic signing of payments etc, but I haven't looked into this that closely yet)
